"Every year, many festivals are held in the country, while they draw up big budgets and result in poor outcome", the director said. "We can send teachers to different cities to teach movie making, which requires less budget when compared to those festivals".

He said the the policies in Iranian festivals need to change and "practical aspects of the art events and their interaction with realities must be considered by managers. Few-day-long workshops help newcomer artists increase their knowledge of making movies."

The cinema instructor looked up to short films and said they constitute a mature form in cinema and have their own audience. In short films we see ideas and concepts which are never paid attention in long features.

"Culture and art officials should take short film seriously since it is an exceptional chance to introduce young filmmakers to Iranian cinema", he added.

Shahrestani emphasized on the role that Iranian TV can play and suggested one TV channel shows short films in a specific program so that audiences who cannot attend festivals get the chance to watch short films and motivation is generation among filmmaker.

On International 100 Second Film Festival which is an idea-based and innovation-based art event, he said "It is one of the best short film festival in the country, with new attractive ideas. Their managers must determine minimum limits for participating filmmaker so they can produce better films."
